She is also Council Secretary and Senior Research Fellow at the Singapore Institute of International Affairs (SIIA), Adjunct Fellow at the S. Rajaratnam School of International Studies (RSIS).\u003c\/p\u003e\n\u003cp\u003e\u003cmeta charset=\"utf-8\"\u003e\u003cb\u003eBarnard Turner\u003c\/b\u003e\u003cspan\u003e was born in the London suburbs and came to Singapore in 1989. He has taught at NUS since this time, and for a period was Senior Fellow at the EU Centre here.
